Android Cannot move buildings into open space

After about 4 years, my city has become a bit chaotic, so I decided for a redesign. I'm having troubles moving buildings into open space, but the ground is slightly blue, where I've circled. Any building cannot be moved there. Has anyone seen this?

What is the building you try to move it and its not ??
The white square building in your screenshot it just fixed to the airport land only maybe you cannot move it to the city land.

Not a bug. I had some bonuses set there and they were white. I was able to redesign my city to a better layout that's not as much of a hot mess.
