Windows Black wraith net not working

There is another bug on the the new event, when you activate the net you should have the black wraith come in for the duration off the bonus this doesn't happen. And i dont see any black wraith around the city to get the witches cloths

There are no issues with gifts i think you will find that no many players have this gift to return over the 3 years this gift is very limited to all players as a gift. So you will get back a a bright light in return or a leyden jar

It's possible that the way this bonus works is that it converts all your currently visible ghosts into black wraiths. I might have remembered it wrong, I can't participate this year to confirm it.
