General Advice Please - What's Next?

I'm asking advice from experienced players. I have mission control 3 and the Lunar Launch Pad already, so earning money fairly quickly isn't a problem. I also have 3 of the Grand Hotels, so population is very good and a Town Hall upgrade would be a waste of money.

My options right now are these:
Emerald House - 210,000 - have plenty of passengers already
Natural History Museum - 210,000 - not sure of the benefit
Science Park - 265,000 - same as above

Or, I could wait a few days and get one of these:
Sweets Factory - 300,000 - not in need of lollipops yet
Private School - 350,000 - not sure of the benefit
Terminal - 360,000 - I never run out of passengers
Tower - 500,000 - obviously, another plane hangar never hurts

I've been winging it (no pun intended) so far, made a few errors along the way, and figured some advice might be in order at this point. Where is my most bang for the buck?

Check out the mission benefits on the twiki from the link at the bottom of the page.
But it's usually never more than 300 to 900 coins max.
I am in a similar position to you (but with only one grand hotel). I think the tower upgrade is my next priority. Thanks to Bali Hi for confirming it.
