Good question! Based on some of the responses on these boards, it seems like you can. I haven't figured it out though.

You can add neighbours by redeeming their friend code. As you can see, the user above me has the friend code 'c1k0mq'. Click on the neighbours icon in your game, go to the tab 'friend codes', type the code there and push redeem! You'll get coins for adding your neighbour. The neighbour then has to accept your invite. Also, your own friend code can be found there.
