I would not say „one medal before last“ because GI is adding new destinations and it might become possible to reach organically 1,600 stars (i.e. stars based only on number of expert/master/specialist above.).

If there is roughly 1600 stars in the game how is it possible that some players show 2200+ stars?

They received number of stars from GI as a compensation for their broken games. As well old (no longer existing destinations) and increase of the number of flights for some destinations (e.g. early adventure destinations required at the beginning lower number of flights for 3 stars and after that number of flights was increased to 100 - i.e. some pilots were able to earn 3rd star at those destinations twice, in total 4 star earned).
