I don't have the Jin Mao tower yet but I've only flown to Shanghai 6 times so far! I'd flown over 100 flights to Sydney without getting the Kangaroo photo. I then had a quest come up that required it, so it changed from 'Very Seldom' to 'Seldom' and it appeared a few flights later.

It seems to be happening across the whole game for me. My buildings that take 4 hours have taken around 2 hours this morning. My fuel station that should've taken an hour took less than 30 minutes. It's all strange, but good. Now I just need my planes to speed up!
