If support are being useless, I’d go through the App Store for a refund. If you are in the EU, you can cancel a subscription within 14 days and have a full refund. But I’d explain the situation to the App Store, and show the messages with support - you should get a full refund then try again...

You have the business centre and courthouse that you can buy too. Worth it in the long run, but expensive.... I have 1 Private school, 1 business centre and 1 courthouse. I plan on buying 6 of each if/when I have enough land. The drop rate is kinda low, but this game is one for the long haul...
