You should have receipt from google or apple for the purchase. When you have, send it with date and time of this transaction and your game code. They will resolve your problem in few days.

This game is for long run. If you want to progress fast, you can pay. If you don't want to spend and you are frustrated about not being able to complete collection, this game may not be for you.

You are limited to six buildings of a kind. So once you have smaller and cheaper buildings in six, you want to have more and you start buying also the more expensive ones.
