So you dedicated 2 thirds of your fleet to farm launch boxes and you take around 10 launch ready a day give or take. If i am not wrong the chance to drop a peb is 5% so you need 2 days (20 boxes) for 1 peb. In other words to have fuelfor first place in a red launch you farm more than 1 week 6...
