Buying the stone castles is definitely the way to go. I was having the same problem you are having and then built 6 castles upon others recommendation - problem solved! (y)

I have 6 stone castles and 5 unique gift shops in my city. Everyone welcome.

I only got 3 drops from visiting 11 neighbors and only clicking on passenger buildings. Kinda frustrating. :(:mad::grumpy:
