Almost always upgrade tower. You can add terminal capacity in other ways (Alien legacy, Space Travel Monument, Rocket Garden, Crop Circle, Luna Park) but towers are the only way to get more birds in the air.

You should be able to do it in-game, on the options menu, go to settings, then tech support. I believe there's an email address you can email, but I've always used the in-game
