Not for the Lunar Atlas itself.

Rocket garden gives one collectible item each day. The items you get from Rocket Garden are then used to finish a collection for Lunar Module, Orbital Telescope, Infrared Telescope or Lunar Rover, allowing you to do Red Launches in order to collect items for the Lunar Atlas.

If you still dont have it in your city go to your neighbor city who have it and click on it and you will see all the items drop from it. (Yes the drop is daily)
The same with all collectible buildings you can check what items drop from these buildings by click on it
There is a lot of building drop items better for you click on every buildings on your neighbors city you will see a lot and different buildings.
Or visit Madlen but do this after you finish your daily visit and collect all your items.
