Yes, but you will need to find players that a) Have Aerosols to send and b) Haven't already completed the event.
You will also want to have neighbours with 5 Halloween buildings to visit. These can be found in the main thread.
Some have noticed that neighbours' Cemeteries may give slightly more frequent drops.
It's worth doing the Witch Costume side quest, as you'll get a Spyglass bonus.
The other one just gives you coins and xp.
