I saw it on Andoid. I logged out and back in two minutes later and it was gone.

Usually there is a time limited offer, but it happened to me same as you, several times.
The offer pops up in the game, with few hours time, but when you leave the game and comes back, the offer gone.
Anyway, it is too expensive. Better to collect Fuel(20). When you collect them 500 or more, you have 10,000 units of fuel anyway. And free
