Yes, it does change but not at specific time intervals (length of time). Many of us have noticed that it will change after an update to a new version, but I just updated and my list did not change. I have *not* heard of it changing after accepting a new neighbor request. Just to confirm what...

Sorry, I wouldn't know because I never built the Duty Free. But it is typical of GI to have at least one "bug/break" in each update. Sad thing is, it will be another 4-6 weeks before they produce another update which "might" fix this one and probably introduce a new one.
