Why is it that some events begin earlier than others who play the same event?

A simple question regarding the start of events. I've noticed that this events has already started in the world and some players have already completed the event. Can anyone explain this. Does it have to do with having VIP status or is it because they are in the higher levels of the game?

many players have uncollected collections. as the events starts, all they have to do is pick them
Advice:
Don't pick the collections as soon as they're complete, unless you really need to (in this event, you have to pick the collection that gives you the gift store)
wait until you have the right amount (in the present event 3x each)
if for some reason you're not able to complete them all, next year you will have some uncollected but complete collections that can be then used
