1st question: Does anyone know if this is a forum member?

2nd question: In the future, how do we look up players names that are in a different language (in this case, Cyrillic)?

I do not know who it is.

To look up members even if their name is another language.

go to members, member search and copy paste.

it works most of time occasional not if the image does not allow you to copy.

I think it would be safest to assume that if it were a forum member, they would message you asking if they could join the alliance. I don't recognize the name at all.
