when do items appear

do you have to build a building before planes drop the special items or will the items appear randomly before you build the building. ie do I need to build the flight school before flights drop the special items to complete it?

Several cases:
1. For Hotel and Stadium (not sure if there are others).
The items will not appear until you get the task to build it. Once you get the task, you can get them from certain destinations. And after you complete the building, the items disappear and you can never get them anymore unless gifted by your neighbours. For Hotel, there's a task to tell you to visit a Hotel to complete it. If you complete it by visiting your neighbour's Hotel, the items disappear and you can't build your own anymore unless if your neighbours gift you the items.

2. For Cosmic Fuel Station.
Before you get the task to build it, you can already get the items from certain destinations. After you complete it, the items disappear.

3. For main buildings like Flight School, Repair Base, Terminal, etc
The items can be obtained from certain destinations from the start and will not disappear.

For case 1. and 2., if you want to build a second building, you can either get the items from gifts, or collect double the amount of items before you complete the building / task.
