I Found Some Mistakes In Your Above post.

Viz Highlighted In Dark,

It means Quantum Leap and it speeds your rocket flight up to 90 %.

A few quests will give a quantum leap but it is very rare.

you can also buy them for greenies but it is expensive around 350

If you join a QL party which last 12 hours depending on the number of people and launch items you can get upwards of 7 or so launches.

There are few members who hold QL parties regularly as a chance to complete rocket flights and gain quest items like rocket garden, space needle. etc.
