No - it has nothing to do with helicopters, other than the resource bases you build to fly the helis also creates items you need to use in the meteorological lab.  That's where you can create items like Tesla, nano coating, etc., for airplane flights.  At your level, I'm suprised you haven't had planes grounded due to weather - you would have to wait 24 hours for it to clear.  When you have the weather items in your inventory, your plane can leave as scheduled.  You can also received weather items as gifts (look at your gifting list), but having the lab is much more efficient.
