You need to put it on the airport side, not the city.

Right..! Put 2 and 2 together. Ok. this is funny. I didn't even notice when I tried to put my first VIP Lounge down. The game wanted it on the airport side.... and I just drug it over to the city side, trying to put it down there. Talk about tunnel vision.
