Upgrading Control tower before 7.0?

Does it make sense to upgrade control tower to LVL 7 to get 9 hangars before AC 7.0 since there are no hangars in the new relase?

I've upgraded my tower but have not build the additional hangar yet. I'm waiting for v7 with the latter, but upgrading the control tower takes quite some time (including getting the items required) so I didn't want to wait with that...

Except that for as far as I've seen in V7, hangars can be bought at different levels but in terms of Stands: You either have them or don't. I'm not gonna spend 300k on a hangar if I can get one for (nearly) free with the same effect.
