Got a neighbour who has the above. One level 8 and one at 11. How on earth is this possible?!?
Could be in the super duper mystery chest? Or can be unlocked after some mission or something?

No it's not possible during the ordinary running of the game. Loks like he has lots of land and spacey things too. Not level 80 by any chance and in a top alliance?
