I finally came to my senses and REARRANGED MY CITY. It was not sustainable anymore...i had to do it. As a result, I opened up alot of space doing so then realized, i can't add more income and/or passenger sources as my population limit is maxed out. OH Well!!!! It gives me an incentive to work harder through the Sands of Time Quest so i can add to my pop. max. In my defense, i had some buildings that required "zero" population.
