Space Program - Confused Novice

I joined the forum after I started playing the game, have been playing for a couple of months now. I have a Mission Control Centre (Level 2) with a Green Launchpad, am I able to launch anything, or do I have to get the Blue Launchpad first? I wasn't aware, when I first started playing the game, that MCC Level 1 was the Green Launchpad, MCC Level 2 was the Blue Launchpad, etc., I seemed to have bypassed Level 1 altogether.

You can still launch from the green pad! Since you have MCC 2 you can also build the blue launch pad
