General Snow Removal Vehicles ?

When gold coins started dancing around my screen, I wondered if I should go and get some sleep.
When I realized that it was connected to the new Winter building I wondered about something else -- why are WV Beetles and Sedans doing snow shovelling , and on top of that why are they clearing the streets of invisible snow ?
