General S2 Planes for Alliance Members only

I've been in alliances for a long time, so never noticed it, but I was purchasing a new plane for one of my supports, and noticed it showed S2 planes for alliance members only. Is this something new or has it always been this way?

i dont know but see it 2 weeks ago 1st time too! some other stuff you can only do /buy as alliance member too!
but its no problem!
open new alliance, buy your plane and leave the alliance!

As far as I remember, it is like this since the moment I start playing !

They started that when they gave us the alliance building.

Well, I guess I haven't been the most observant. I can't believe I didn't notice it before when buying planes for my supports, but .........
