Is there a way to set which runway can be used 1st on takeoff with both runways at the same level?

Nope (unless you land a plane thereby forcing the plane taking off to use next one)

I don't know if this helps at all.

I have had limited success in having the runway on the right, to be one level higher than the one on the left. It forces the priority when landing a lot of visitor planes. Also, the runway on the right is higher (jumbo) than my largest plane(hawk). When my planes take off they use the first runway on the left. This leaves open the right runway for landing. But then backs up the takeoffs sometimes but not always.

Also I don't think we are neighbors. I sent you a FR. Trades not necessary.

I use similar strategy. Never have had both runways at same level and learned having the farthest runway at the greater level works best.
