General Rock The Sky Event Stage Level 2

I noticed a lot of people who are doing the event already have their stage at level 3, while I'm struggling to even get my stage to level 2. I'm not getting any random drops at all...or I get a random drop every 12 hours or so. Even with a spyglass and golden dice active, I didn't receive one drop relating to getting the stage. Could someone tell me what they did to get those items to upgrade the stage to level 2 and then to 3? I'm also not seeing any tents at all. What gives?

I noticed that you can watch 1 ad for 1 item (up to 5 times a day) on Android Can't see anything similar on Windows That could be a reason why we see level 3 this early.
Oh, and some players might land guestplanes all day

No it's not the low level. I'm at lv 63, and was landing guest planes all day yesterday, and during the 6 hours that I had both spyglass and golden dice active, I was able to complete the flight collection using the baggage tags, but no improvement for the stage equipment. I usually can watch ads, but I don't have the option with this collection. Something else is up.

@Navigata07 when you visit neighbors the stage appears at lvl 3 no matter the actual progress. I visited you earlier and your stage was up and running at lvl 3. I found the drops to come in bunches on my game. I would pop three tents in a row with items and then a bunch without. Whistles are like gold right now!!

Interesting. But still, most of the event participants are asking for stage lv3 items. Maybe it does come in bursts, because yesterday I probably got 4 items......all day! Pretty discouraging, especially after using both spyglass and golden dice. Guess I'll just have to keep an eye on those guest planes and hope my fortune changes.
