Reserve hangar 2 doesn't add a slot?

Am I missing something or was reserve hangar level 2 a complete waste of gold if you don't also want to spend greens? It didn't add another slot.

Yes that is correct. To get an additional slot, you have to spend greenies.

Upgrading reserve hangar to LVL2 (3 planes), needs 20 greenies?

I've just upgraded a reserve hangar in LVL1 which contains slots for 2 planes to LVL2 in order to gain space for 3 planes. To my surprise, after paying (I think) 16,000 coins and waiting about 2 days, I still have only 2 slots. 3rd slot requires 20 greenies. Is that right?

There’s a few poorly advertised surprises like that which unfairly catch you out. Never spend gold without researching in here - someone is sure to have been caught out before you and posted about it .
