repair base level6 and slots

Hi to all ! I want to know what is the utility of the slots in repair base level6 .I give the example:
- I have the repair base level6 , that level is good for 7 planes ( 7 highest level planes; Falcons )
-I have 12 hangars level 6
- I have baggage hall level 4
-I have 12 falcon planes
-I bought 5 slots in the repair base
*** at that moment I have a 1 slot for each planes !!! ( repair base level6 is good for 7 planes and I bougth 5 more slots for five more planes ! )
- I have 3 others slots to buy in repair base ( 20-20-40 greenies for each). What is the use of those 3 extra slots if I can only have 12 planes ?????

Future upgrades of tower may allow additional planes.
GI over designs some buildings so they can take advantage of them in future upgrades.
