Quick question - how many neighbours can a new player gift to?

I cannot remember from when I started how many neighbours I was able to gift to at Level 10 - I need to know because I am setting up a drone account for sending Fuel20 and do not want to add more neighbours than I can gift to on a daily basis. I don't remember it being much different to the number I can now (20 per day) but I didn't have 20 neighbours back then.

I believe the total amount of gifts you can send in a day is 20 regrdless of level

It is 20 at the lowest level, and 20 at the highest level.

I started a support game and you can send 20 gift at lowest or higher levels. The difference is the number or neighbors you can visit that depends on how much hearts you collect.
