If memory serves me right these are for a town hall upgrade?
If that is the case, unfortunately the only neighbours that will be able to gift these are those doing the upgrade at the same time as you. Try posting in the Town Hall all upgrades thread for better luck.
Alternatively, watch the ads to gain the items - it is probably the easiest and quickest option.
