“Our” launches? I’m assuming it was done fairly quickly (based on the points added) by adding 576 and then another PEB, but nobody else managed to join in that time? Unfortunately, there will always be players that don’t comply with “standard” practices. Delete them and move on. Are they members of the forum? (Several of his/her alliance certainly are). Send a message? If not, then learn from others that have fallen for the trap - don’t have neighbours that aren’t on the forum.
