This has popped up a few times, so thought i'd add the reply from Ivan in it's own thread for more people to see.

No, this wasn't meant to happen (I would warn everyone if it was), but since that update was in development for a very long time, we didn't keep track of all the small changes along the way. Your runways for example are updated to the higher level (former level 7 becomes level 10) which might have something to do with it. But it's not a bug. Just build more power stations in the (now free) tech area.
