Windows Lucky Horseshoe - still broken?

For yonks - lucky horseshoe and Windchimes were broken... showing 20/20 immediately upon use. Customer Care acknowledged they were broken...

Recently. on these forums, I questioned if they were still broken and was told no. They start at 20/20 and that's how many lucky events you have left, not how many you have used. They counted down as used.

So good I thought - so used a lucky horseshow and this time when it immediately went to 20/20... fine I thought. But no - still seem broken. 2 hours, and 20 flights sent - still showing 20/20.
- the 10th or 11th flight sent was the only event so far - air controllers on strike so 50% more fuel required! not fortunate!
- no flights in listing have any events showing.

One wonders:
i) Was I given misinformation by another in the forum... or is the chance of a fortunate event that low that even if doubled - I will need to send many hundreds of flights within the 4 hours to have 20 of them?
ii) Are the 'chance of weather event', even if it's 100% chance, items just a complete rip-off - certainly seem that way to me.

horse shoe counts down from 20 like you said. I have never gotten to less than 12 or 13 while doing instant returns on a map.
