That happens about once a month or two to me only on my desktop game. It's a pain in the rear, but contact GI support and they can restore neighbors, usually that same day.
Only happens after my desktop computer updates and then when I open AC it says I have to accept the terms and conditions before it will load. When the game loads, BINGO all my neighbors are gone!!
