Is there another way to get the Statue of Liberty besides drops from New York?

I am not talking about the reward building but one of the collections for Weather Vane.

The only other way to get a Statue of Liberty is to have it drop from a "collectible" building like Egeskov Castle or Aztec Pyramid.
