Increasong city population

Just wondering when I buy a building that says it yields 8+ population but when it's built, the population stays the same.

It seems the only option to increase the population is to upgrade the town hall but it costs 180,000 coins for level 6?

Population is different than Max Population. The one you’re talking about is Max.Pop.

Max Pop can be increased with TownHall, GrandHotel, Event Buildings, etc.

So the normal building that says population +8, it actually means it will increase your population. When your population reaches max points that you can have, you can’t build more buildings before you increase your Max. Population.
