For my iOS game, I opened and logged into Facebook before opening AC. Then I clicked on the screen shot quest button and it worked. I think clicking switched over to Facebook for a moment, then back to AC and the quest was completed. You could try the same thing for Windows PC. Let me know if this works for you!
