Probably they think you start a new game or your game reset to zero point. If you start a new game and send the new and old friend code they will send you a restore code to your level 37 city (I hope!).

Come on @david smith you have been through this with them enough to know they quite often ask for
the same information you have already given them. They have been a bit better at this but it is always a
possibility. One of my contacts with them quite a while ago I had to explain the problem 4 times as they
kept giving responses that had nothing to do with my issue. As far as starting a new game and sending
both codes. Well that used to be one of the quicker ways to get back up and running, however, last time I
went that route it took 10 days so now I will only use that as a last resort. In any case good luck getting it
straightened out.
