Windows Game Name Abreviations (Not Gifting)

Sorry to ask so many questions. For those of you that have been flying a while will know what these terms mean, but I have no idea, I usually consult the wiki first but couldn't find an answer. What does Wait 3QL, and NMPassMe mean? Do I send a gift to my neighbour or wait until the message clears?

Wait3QL means wait until there are 3 QL holders on the launch. Do not launch the rocket before this (unless a lot of time has passed -- that means ~5 min in this event lol).

PassMe means it is OK to add more points than me and pass me in the launch. (NM means navigation module -- see abbreviation link above)

Communication helps for launches, especially rapid launches like during this event. You can tell people what to do with just your game name and hopefully no one gets their feelings hurt.
The general rules are:
(1) do not pass a QL-holder unless they say so,
(2) do not launch a rocket with only 1 QL unless they say so
(3) when in doubt, look at the launch first. Are you in communication with this person if you have questions? Do you worry that you will be stuck on a launch with only 0 or 1 QL holder? If I am not in communication with the person, I do what I think is best.
