It can drop from a black wraith. So, use the Soul Net bonus to make the white wraiths change to black wraiths. Then use Aerosol on the black wraiths. Then hope like heck they drop the cloak! 🤞

Neighbor city Black Wraith's also drop them. (Equal Chances but we need to look for them in every neighbor city)

However, it is much easier when summoning them with soul net. By using the e soul net you are ensuring that your neighbour visits aren't diluted.
