Regarding upgrading Repair Base and Reserve Hangar
So if you paid to have all 8 bays open in Repair Base Level 6, then you will have 8 open next level.

It worked for me, I have the same number of slots after the upgrade.

I had 8 free slots in repair base before upgrade and I still have all 8 slots after I clicked complete upgrade.
Nothing will change.
