It just appears when you start the game. I had it in one of my fuel accounts.

I only got it in the lower level games I have. My highest game didnt get it. Maybe it's level driven? Looks like the others say its for new players lv 10 or below

As other said its start when you open your game i think this just for lower level and those have limited storage.
The thing is i did not follow up i dont know if it will be there after the reset time or it will be go.
Those accounts its limited so i am keeping them for my daughters to play
