We've found it: if you have several such buildings and at least some of them are under construction, the one you have completed is not counted as valid as well. So, either complete all of them, or put those under construction to inventory.

The issue will be addressed in the next update, of course.

As you know, We cant put under construction buildings to inventory. Used 70 greenies to construction. . . . . . .
