Android Can't Accept Friends

I've received friend requests, but I am unable to accept friends from the "Waiting" tab...

Are these people from the forum, you may need to invite them, there is an intermittent bug which allows some people contact right away other times they or you ned to send the invitation again.

If they are random requests those people will have to accept your request.

A random selection is generated from a list of all AC players including those who did not specially invite you.

Do you have more then 500 neighbors already? 500 is a limit.

They must have been random because they did pull up in the forum...could have a different username in here though.

If you never had a Green Tick then it will of been from requests you have sent, they sit in the Waiting Tab until the other side accepts.
