Well, the "Ministry of Truth" is responsible for propaganda in Orwell's 1984. This building appears to be a concept design of the Palace of the Soviets (construction started, but the building was used for metal before completion). The main difference between the game and the concept is the massive statue of Lenin that was supposed to be on top.
