You don't buy what? Either way whether you want to delete your entire city or not, it's up to you. My point is just so that people understand and get to know about the mechanism of the population issue. Even if I was wrong, I'd hope someone can provide another reasoning. Sure the game has bugs, but I think this one is not a bug, but rather a restriction or a game mechanism to me. It kinda sucks, but we just gotta go with it.
