Well, question in title really, can you launch (green/blue) rockets while upgrading the MCC to lvl 3? Otherwise, it's a 1-week hiatus on launches. Still have to upgrade sooner or later anyway, but answer might affect when I decide to trigger the upgrade.

Struggling to get any kind of launching today - everything hangs so much. Tried landing yesterdays launch for 1 1/2 hours!!! Now tried a red launch, took 30 m inutes vbefore I could input any items. Now hopefully someone can join and assist.
